I am able to do all this using Windows explorer. But does that mean that Tortoise SVN has the permissions too, how do I check that. I believe I am using linux samba server that comes embeded with the drive.

My mistake, I should have read the etiquites of this mailing list before writing ASAP.

I read this, truely a great pointer for people like me. But I run a very lost cost solution to share/archive/version files in the home network and don't have a spare machine to run the server that can be access by 2 laptops.

Define "write permission" please. Try to keep your definition below 5 pages.
