You will have to check it out somewhere to edit the property. On your
next update, it'll be picked up & the WC you're updating updated
appropriately, just like any other change.

Because not everyone wants/needs it, and it can actually cause
problems for some file formats/applications which require a particular
EOL marker. Remember - your use case isn't everyone else's.
