That has been in TSVN since 1.4.x.

It depends on the protocol you use. Progress info is only available for
http/https (versions 1.4.x) and svn/svn+ssh (1.5.x). No progress info is
available for file:/// access.

Also, the svn/svn+ssh access does not show file-progress, it only shows
traffic speed (e.g., 33kBytes/s) and the amount of data transferred in
total.
