An update: I've installed AnkhSVN, a plugin for Visual Studio that
adds subversion capabilities. AnkhSVN correctly uses TortoisePlink for
communication when I use a svn+ssh:// URL.

I have also tried using other TortoiseSVN shell options. The following
explorer shell options also result in the "%1 is not a valid Win32
application" error when used on an existing subversion working copy
(checked out with the command line):
- SVN Update
- SVN Commit
- Show log
- Check for modifications (when the "Check repository" button is
clicked)
- Get lock

I could go on, but I think it's safe to assume the error occurs any
time communication is made.
