Problem with flashing window

Use case for this bug:

1. Set your Windows settings to make taskbar auto-hideable.
2. Update a repository with TSVN.
3. After it updates, click "Show log..." in the update dialog.
4. In the log window, click on a log entry, then double-click on a
file from it to display a diff in TortoiseMerge.
5. While it loads the diff, switch to some other, non-TSVN window.
6. When TSVN completes loading the diff, it displays TortoiseMerge and
flashes a window in taskbar, but instead of flashing TortoiseMerge,
the update dialog that is hidden behind the modal log window is
flashed. It continues flashing after you switched to TortoiseMerge.

As a result, Windows taskbar covers part of the screen until you close
the log window and switch manually to the update window.

The correct behaviour would be to flash TortoiseMerge instead. This
behaviour is consistent in all the recent versions, including the
latest one.
