This most probably means you've created the repository with a v1.5.x
SVN tools (either TSVN v1.5.x or svnadmin v1.5.x) and then you try to
serve it with v1.4.x server. Or in case of "file://" access - with a
v1.4.x client.

What's the access method of the repository (the URL)?
