files moved to the "ignore-on-commit" are comitted.

Moving files to the "ignore-on-commit" changelist leave them unchecked for commit but the files are still commited. Right-Click any file when commiting, Move to changelist -> ignore-on-commit. The file will appear unchecked, but when you click ok, the file will be commited. If you check and uncheck the file after you put it in the ignore-on-commit changelist or if the file was already in the changelist the file is not commited.
