What I did :
Use the "TortoiseSVN->Export..." dialog, as described in TortoiseSVN Help
"5.25 Exporting a Subversion Working Copy"
Enter the URL for a specific, single file in the repository. As a test, we
can use http://tortoisesvn.tigris.org/svn/tortoisesvn/trunk/build.txt
Enter any existing directory for the "Export directory:", preferably an
empty directory, of course. I've chosen "D:\test\tortoiseExportTest".
Click "OK".
What I expected to happen :
File build.txt should be exported, without .svn directories, to the
"Export directory".
What actually happened :
Dialog presents with title
"http://tortoisesvn.tigris.org/svn/tortoisesvn/trunk/build.txt - Export -
TortoiseSVN Failed!"
Dialog contents are :
"
Command: Export
Error: Can't move 'D:\test\tortoiseExportTest.tmp' to
'D:\test\tortoiseExportTest':
Error: Access is denied.
Finished!
"
Corporate clients and users who have understandably high expectations of
TortoiseSVN's excellent quality and functionality, this is often reported
as a serious problem: someone wants a copy of a single file for
distribution or production release, but the obvious 'Export' menu item
fails with a message that is cryptic to the end-user.
I understand that there are other ways to effectively 'export' a single
file. As a programmer, I understand this message, can find the
workarounds, and see how putting both directory-export and
single-file-export in this one dialog creates some difficulty. However, I
have to ask on the behalf of my less technically inclined TortoiseSVN
users : can we please put this bug report on the issue tracker, and
attempt to schedule it for some attention? It is low priority, since there
clearly are workarounds, and it could even perhaps be something of an RFE.
I would like it to be on the tracker in some form, however, as I have a
fairly large corporate user population with a minority of very vocal users
who consider this to be a bug, even after it's pointed out to them that
"Save as" from the Repo-Browser does what they want. Even detecting a file
at the end of the URL, and/or providing a better error message, or even
adding a note to the documentation that this will not work and pointing
out that the Repo-browser's "Save As..." should be used instead... any of
those actions would be a great help for these users.
Thanks, and keep up the good work! TortoiseSVN really is a lovely,
excellent tool, thanks to all of it's contributing developers. I really
hate bringing up this bug, I feel like I've been given a fancy Swiss army
knife, and someone is making me complain that it doesn't have an easily
accessible blade to poke single round holes or something... but I
unfortunately can't argue that the expectation of "Export..." to work with
single files is wrong, can I ?

CC your response directly to me, if possible.
