Most of our files are not set to 'needs-lock', but some are, such as the
excel templates. However even these are affected by this issue, so that
isn't the solution for me. They are not however set to 'read only' in
addition, so maybe this is why it worked for you?

Moving to OOo is a hard sell when you get MS Windows and Office for
'free'! (NHS has a deal with MS, so at the department level, there is no
associated financial cost).
