Cannot connect to localhost target refusing connection

Hi I am attempting to set up Subversion with Tortoise SVN and Windows
Vista Ultimate and I am not getting anywhere:

At first I tried using 1.4. Subversion with 1.5 Tortoise - I seemed to
manage to set it up as a windows service but I was getting a
formatting error (which I can't fully remember it was something like
"F2 when F3 was expected"). I read it might be different versions of
Subversion with Tortoise. I uninstalled them and then reinstalled
Tortoise SVN and Subversion from collabnet. Now all's I get is "Cannot
connect to localhost target refusing connection" when I connect via
the internet. I can connect via the file system but I want to get this
sorted out. Can anyone help me cleanly uninstall everything and
reinstall from scratch. I am a newbie to open source. Regards, Chris.
