Small bug: Needless updating of revision locked SVN External

From: Nick Lassonde <nick.lassonde_at_kaseya.com>
Date: Tue, 22 Jul 2008 10:10:57 -0700

I have a project with several svn:external's set. They are revision
locked, by which I mean the external line looks like so:

local\path -r1234 https://repostory.com/remote/path

I would think that if the local path is already at revision 1234
(which TortoiseSVN should know), then it would not need to go to the
repository for an update, but it does.

Thanks for taking the time to read this message, and hopefully taking
the time to make a developer's life a little better.
