Small bug: Needless updating of revision locked SVN External

I have a project with several svn:external's set. They are revision
locked, by which I mean the external line looks like so:

local\path -r1234 https://repostory.com/remote/path

I would think that if the local path is already at revision 1234
(which TortoiseSVN should know), then it would not need to go to the
repository for an update, but it does.

I am not a subscriber to the list.
