remote svnserve access using tortoise

My server is Windows Xp SP3 and running svnserver.

My client is Windows Vista Business SP1.

I can run tortoise successfully from the workstation that is running
svnserver.

If I try and run tortoise from the client workstation it fails to connect.

It even fails if I turn off the firewall on both the client and the
svnserver.

I can ping between the client and the server even with both firewalls on.

I have been told that the only way to connect to a remote repository using
tortoise is if I run the Apache web Server instead of the svnserver.

Is this true? Or is there some configuration step I am missing.
