Strange TortoisePlink.exe error

Hi there.. I have two laptops. TortoiseSVN is working perfectly on
the first laptop. I just installed TSVN on the second laptop and it
just hangs when I do a svn+ssh checkout. When I run TortoisePlink.exe
on it's own on the first laptop, I get a help dialog. When I run it
on it's own on the second laptop it hangs for a couple seconds and
dies with an unhandled error. The exception code is '0xc0000417'.

Does anyone know what this might be and/or how I might get around
this? I've tried the following:

1) another reboot
2) repair install
3) uninstall / reboot / install / reboot
4) copy \Program Files\TortoiseSVN from working laptop to failing
laptop

None of this worked. Any ideas? Thanks.
