ignore all except .txt

I want to only add files with .txt and ignore all other files, is this
possible without having to add every other file type I'm likely to
come across (a lot)?

also, how likely is it to bork horribly if the same subfolders are
being checked into different repositories eg:
/foo/bar to repo 1
/foo/ to repo 2
can they both remember their own settings?
