right-click on your working copy folder, choose "properties" in the
explorer context menu (*not* the TSVN submenu).
Then switch to the "Subversion" tab.
You can see there your URL. If it's still pointing to the old location,
then the relocate did not work. If it points to the new location, then
please tell us the error message you get when you try to commit.
