First, download the signature file from the download page. If you have
trouble finding it, this mail has a screenshot from where you can find
it on the download page:

then

$ gpg -import "tortoisesvn%20(0x459E2D3E)%20pub.asc"
$ gpg -verify TortoiseSVN-1.5.0....msi
