At any rate, the "export" laws are to prevent people WITHIN the US from
exporting technology developed WITHIN the US. US laws cannot prevent
people OUTSIDE the US from using it. And, they cannot prevent people
outside the US from developing it.

You'll note that most of the developers of this fine product ARE NOT United
States citizens, and do not reside in the US. Therefore, US laws do not
apply to them and they are free to distribute their product where, and too
whom they see fit.
