Integration of TortoiseSVN

Greetings,
My Name is Abhishek Agarwal.I am currently working at Transbit Technologies,
India. I am trying to Develop a Versioning system like subversion on sever
side but on a small scale. It will have features like check-out, check-in,
commit and these features will be associated with certain pattern of actions
on server side.(Quite similar to versioning in Documentum)
   What I essentially Need is that I want to develop it in a way that
TortoiseSVN can be used as a webDav client because of its ease of use. Since
Tortoise SVN is specifically made to work with subversion , I am facing many
problems while using TSVN on client side.
I have read the webDav and Delta-V protocol and understood the protocol
theory but it is still unclear to me how does the communication take
place.(may be because it is subversion specific)

Please suggest me where I can get the necessary information for this.e.g
which part of code I shoud refer to and the subversion protocol.
I will really appreciate if you can help me in this.
