I disagree. It is needed.
It seems to me that changelists are to allow grouping of files, and thus an easier way to select the files you want to commit.
The way I see it working (ideally) would be to tag the files as you work them, putting them into the various changesets (maybe allowing previous/current changesets to be applied from a dropdown).
Then, when committing, a dropdown is available in the commit dialog that allows quickly selecting the files in the changelist. Which, I think is the main point of the changelists.
Having the assignment in the commit dialog seems to defeat the point. It's only client based, so it's more a tool to help the user group files. The commit dialog seems too late.
