Can't find changelist feature

I upgraded to TSVN 1.5 this morning and rebooted after the install; my
About dialog states that I'm running build 13316. I can't seem to find
the Move to changelist menu item as described in
http://tortoisesvn.net/docs/release/TortoiseSVN_en/tsvn-dug-changelists.html

My WC was created with an older version of Subversion, but I have run
update on it several times from both Subclipse (updated to SVN 1.5
libraries) and TSVN 1.5 (there isn't a Win32 CLI build available yet
that I've found).

I also don't see the item in the Context Menu list in the Settings
dialog. Have I done something wrong?
