Knowing that different users have different preferences in how they work,
you need to have them in the drop down menus as well as the right click
menu.

But why do the right click shortcuts show up TWICE in the File menu when I
have a file selected?

Microsoft's own instructions[1] for a shortcut menu include

"Don't make commands only available through shortcut menus. Like
shortcut keys, shortcut menus are alternative means of
performing commands and choosing options. For example, a
Properties command is also available through the menu bar or the
Alt+Enter access key."

I think this means TortoiseSVN is correct to provide both. I
don't find it annoying to see Subversion operations in the File
menu, though, so perhaps I'm biased.
