TSVNCache thinks globally ignored files are changes

Hi All,

Not sure if this has come up before, but when I have a globally ignored
file that is modified/added/deleted/etc in a WC, then TSVNCache changes
the icon overlay to modified.

Then, when you try to commit, there's nothing to show (as expected) and
nothing changes the icon back until you delete the problem file.

Would be nice if TSVNCache was able to understand the ignores & do the
right thing.

Cheers, Cameron.
