Yes they are unversioned.

The R: drive is a working copy of the entire repository held on a
network drive. It is updated once an hour by a scheduled task (running
as an admin user with full folder permissions). It is a read only drive.
This allows non-svn users in our office read-only access to the
repository.

We also user folder based permissions to cut down each user's working
copy size as the full repository would be too large to fit on a laptop
hard drive. The R: drive therefore also serves to allow a regular svn
user to get quick, read-only access to folders that they might not have
'authorization' for.
