Creating a project in a new repository and getting data in there

I've spent a good couple of evenings trying to setup a project I would like
to start work on (and due to the size I thought now was the time to take the
versioning plunge).
I installed TortoiseSVN.
I already had XAMPP installed.
in my htdocs folder I created a new folder called svn (I would like to add
projects here)
In there I would like to create a first folder called "someName".
I would then like to import the data I already have (in a separate folder)
into "someName" and get it versioned.
Get rid of the files I copied so that I now have everything for "someName"
in "someName".
Possibly create a different folder under svn too.

I was initially under the impression that I could drag items from anywhere
into my repository and drop them, and get an option to import and add.

I am at my wits end between not getting the options in the context menu and
error messages stating:
Error: Unable to open an ra_local session to URL
Error: Unable to open repository 'file:///C:/xampp/htdocs/project'

If anyone can point me to the relevant documentation I would be extremely
grateful.

Maybe this item is overkill for someone of my limited knowledge, all I want
is to be able to keep an eye on a project and store changes made to it. If
things go wrong, I can revert a document to an older version.
