RC2 doesn't show the issue so I had a peek at your repo and spotted
12885 which I suspect is what fixed it for TSVN. So am I correct in
thinking
1) TSVN is now fixed
2) "svn up file --depth empty" is not really a meaningful operation for
a single file, however, it shouldn't actually cause the w/c to break
