Line-diff bar disappearance

I'm currently on 32bit r12836 Win XP SP2 and previously used RC1.

In r12783 there was a change to when the line-diff bar is displayed that
seems to have caused an undesired behavior. After the upgrade the
line-diff bar disappeared on me in two-pane view mode (my default). It
came back (several days and lots of uses of TSVNMerge later) after I
switched to one-pane view mode and then back. It briefly disappeared
after that, but I haven't had the problem since.

I'm not sure how that is possible unless some related setting is saved
in the registry. It might cause people problem upgrading, so hopefully
you can track it down.
