No, it's perfeclty legal to install the 32bit version of TSVN on x64 OS.
The reason is simple: only the 32bit version of TSVN gets loaded (and
can be used) with 32-bit applications. Many users don't use the Windows
explorer but some third-party explorer replacement (which is usually
still a 32-bit app).
We must not deny installing the 32-bit version on x64 Windows for that
reason.
