Yes that's it. If the Pageant run it works.
But it sucks! Putty itself doesn't need the Pageant!
And the key is set int he session-files (SVNBerliOS).

And don't need another dispensable application in background. TSVN or
the TortoisePlink-client can open it on demand and close it after that.

Can I setup TortoisePlink this way?

Or can I use the original putty-plink-client?
