Excluding files problem

Hi, I'm new to SVN and TortoiseSVN and I'm having a problem with
excluding a file.

I have created a repository and imported my directory tree into it.
Then on my client I have checked-out a working copy. Following the
instructions in the TortoiseSVN documentation I tried to add an
exclusion by right clicking on the file, selecting "TortoiseSVN" from
the menu, and then selecting "Add to ignore list" (as explained in
this document http://tortoisesvn.net/docs/nightly/TortoiseSVN_en/ch05s11.html).
The problem I have is that "Add to ignore list" isn't an option on my
menu. Can someone tell me where I am going wrong?
