Yes. The URL you give points to a view of the repository on the
server, presented by a web application running on that server. What
you pointed to is *not* a URL which is suitable for checking out with
Tortoise OR ANY OTHER Subversion client.

Yes. I am saying you need to ask the project maintainers what their
repository URL is which you can use for checking the project out. What
you have right now is not the appropriate URL.

A branch is just another directory in a repository, there's nothing
special about it. BUT, you have to know the proper URL for the
repository in the first place, which you apparently do not.
