Deleting stuck empty changelists

I'm having a problem where some changelists never seem to go away, even when
there are no files in them. Seems someone else was having this problem too:

I did some grepping around in the .svn folders, and it looks like the
directories containing the files that had been in the changelist were also
tagged with the changelist (at any rate, the changelist name appeared in the
.svn/entries for the folder).

Interestingly, if I made a property change on the directory, it didn't show
up as being in the changelist, and for whatever reason I couldn't put the
such changed directories in a changelist.

I tried committing the property changes on the directories in question to
see if that would clear the changelist, but it did not.

The only way I could clear this was to delete the offending folders and let
an update rebuild them :(
