I am also having the issue that John has. My system setup for
my server however is WinXP SP2 running on VMware.
I am running TortoiseSVN 1.4.8 on both this machine (which
also contains Subversion + Apache). The VM host is a Vista
machine (not running SP1 but it has all patches pre-SP1) also
running 1.4.8. The explorer issue does not appear in the
Vista host machine - only on the WinXP SP2 VM.

I'm out of the office till tuesday so I apologise if I can't
reply till then. This is a test setup and not a production
setup so I'm pretty flexible in testing/helping out.

Cheers,
SC
