I have a similar use case. Most of our versioned files are either standalone
or related to a few other files. When we move our files to production,
the "migrator" FTPs the files to a dir on the server. We want to tag one or a
few files as part of the change to make it easy for the migrator to id and
export the correct versions before ftp.

Testing the copy to folder (right drag - SVN Copy versioned files here)
appears to create a new revison of the file. I don't think that is what we
would want to happen. When I Branch/Tag... a whole folder, the file revisons
stay the same. However, it does appear that Branch/Tag... on a single file
updates the revision of the file also.
