TSVN comes with an utility, SubWCRev, that can be used to generate a
file, from a template, containing the revision (and/or other items).
See charter 6 in the Tortoise SVN help wizard.

Since SVN revision numbers are for the entire collection of files in
the repository, this will enable you to setup version identifiers like
w.x.y.z where 'z' is updated automatically with each commit.
