Change proxy settings from command line

In my work, I have to switch between VPNs along the day, and I have some
.bat scripts to map and unmap the shared drives when I do that.

I would like to change the proxy settings from TortoiseSVN there too. I have
tried the registry entry, and UI saw that it changes the registry when I
change on the Settings UI, but I tried to change that manually and it
doesn't seem to refresh on the UI.

I tried to kill the TSVNCache to see if it would reload, but that didn't
work.

Can someone point me a way to do this?
