Only replying to the last part about edit/notepad.
On my system, text files are associated with UltraEdit, and so when I click
the Edit button, that's where the file is opened. I haven't done anything in
particular to get this working like this in the TortoiseSVN dialogs, so I
assume it is using the normal file association in Windows.
However, after writing this it occured to me that the file probably has a
.cfg extension so I re-opened it to verify and in fact it does not have any
extension, and when I double-click an extension-less(?) file in Windows
Explorer, the "Open With" dialog appears.
However, changing .txt files to open in Notepad++ verified that the Edit
button in the TortoiseSVN dialog now uses Notepad++, so the dialog will
simply use the .txt association for this.
