Lock external link to revision

Hi,

I was wondering if there is a way to force an external link to a specific
revision. For example, say I'm externally linking to a repository named
'foo'. foo's head revision is 100. I want to lock the external link to
revision 75 of 'foo'. Also, when I do updates at the root of my own
repository, it should not perform updates on that specific external link
unless it does not equal the revision it is locked to.
