Which TSVN version are you using?

Try to clear *all* drive types
Set all fixed drives in the 'Exclude paths' list (C:\*)
Add the path(s) you want to the 'Include paths' list

If that fails, set the cache to 'Shell' or 'None' instead of 'Default'.
