By default, TSVNCache checks every file modified on your hard
disk (it doesn't have any automatically maintained central
master list of where your working copies are).

I have found that I get satisfactory performance out of TSVN if
I use the "Shell" option for the status cache (in the Icon
Overlays section of the Settings dialog), and this stops
TSVNCache running at all. Try that. It doesn't really fix the
cause of the problem, but it may get you working again for the
moment.
