That's not possible. TSVN uses HKCU, not HKLM to store the settings (as
it should!). Using HKLM is very bad practice and won't even work anymore
on Vista (those get automatically redirected to a sub-entry under HCKU).

You can create a GPO for every user to set the registry keys as you like.
