Hmmm.
Actually, I don't really understand Your answer. What doesn't work?
Why it can't be done just like TortoiseCVS have did - look for the screen shot:

Is it because of some internal conditions?

I would be even happy if it was the same letter as in TCVS (letter 'V') as hitting key sequence 'ContextMenuKey' -> 'V' -> 'V' (on computers with both TCVS and TSVN installed, hitting 'V' twice would be needed) -> 'Enter'/'Left arrow' would be still faster than choosing the TSVN submenu with a mouse.
