Hook scripts in settings window

Hi devs,

I want to use Client side hooks but i only see the "Hook Scripts" tab,
in the setting window, when i install the nigthly build.

I would rather use an official release than nightly builds.
Is there something to do during the program install or some modification
to do in order to unlock the feature ?

Installs where the tab is not found :
TortoiseSVN-1.4.5.10425-win32-svn-1.4.5.msi
TortoiseSVN-1.4.7.11792-win32-svn-1.4.6.msi
TortoiseSVN-1.4.7.11764-dev-win32-svn-1.4.6.msi

Install where the tab is found :
TortoiseSVN-1.4.99.11839-dev-win32-svn-1.5.0dev.msi

Please find attached screenshots showing the tab in 1.4.99 and not in 1.4.7.
