External changes shown in Commit or Revert dialog

I have 2 externals in my project. One of them comes from my own repository and the other comes from a central repository which hold global libraries.

project -> https://my.respos/svn/project/...
        - some dirs
        - ext/dom4j -> https://cots.repos/svn/...
        - ext/msm ->https://my.repos/svn/sub/...

If I do some changes in both of the external dirs and do a commit (or revert) on the checkout dir it shows only the change in the /ext/msm. It will not commit (or revert) the changes but it is confusing why one change is shown and the other not.
Anyhow why are these changes shown at all if they will not go into the commit. Depending on the naming of the path and my knowledge of the externals I have no idea which changed objects are from externals and which not.
