Applying svn:keywords

I had assumed that you had to apply this per file and noticed that svn:keywords is not available when you try to add this via properties on the folder.

But I just found out you CAN enter this manually and select the apply recursively option to set this on all files, is there a reason why it does not appear as a selectable option?
