Most people would be *very* annoyed by such a sound.
But you can use this little tool instead:
http://tools.tortoisesvn.net/CommitMonitor

It monitors your repositories for new commits and shows a nice little
notification (including sound if you like) every time new commits are
detected.

Just let everyone of your developers install this tool and they will
never miss a commit anymore.
