Just found a bug in the settings:
can you please open the registry editor, then go to
HKCU\Software\TortoiseSVN
and set the "UseLogCache" DWORD key to 1

That will enable the log cache and the revision graph should work again
for you. But of course that means there's still a bug in the revision
graph that when log caching is disabled that it crashes - I'll leave
that to Stefan^2 to fix :)
