I would look at other tools you're using, because *something* must be
setting the read-only bit. (T)SVN will only set a file read-only if
svn:needs-lock is set AFAIK. It sounds like TSVN uses the read-only
status of the file to indicate the file isn't available for editing
(which would make sense), so it's really a victim here, not the
culprit.
