That is the problem. There is no cached data (that button is not enabled
and I looked in the directory where auth data is cached and it is
empty).

My tortoise client is currently configured to use svn+ssh. So somewhere
tortoise is holding some configuration data telling it how to establish
the SSH connection. I need to revert the client back to its installed
state so when I access a repo with just svn:// that it asks for
credentials and caches them.

Have you tried TortoiseSVN -> Settings -> Saved Data -> Clear
authentication data?
