I think he means that someone added files to a new repository, from a
working directory linked to another repository, which means that the .svn
directory was added, ie. in his new repository there are .svn directories,
as though someone made such directories, filled them with files and
committed them.

TortoiseSVN skips .svn directories when importing, could be that the svn
command line allows importing such directories, don't really know.

But yes, he should clarify.
