Bug Report: Explorer icons don't work in certain instances with multiple users

Hey,

Thanks for developing TortoiseSVN -- its definitely been an invaluable
tool ever since I discovered it last year! There is a bug however, when
you're using multiple users and (most likely) fast user switching.

It appears that TSVNCache.exe is the program that is associated with
making the overlay icons appear correctly. Logging in as one user seems
to launch it, and when you switch users (not log out), and log in as
another user then TSVNCache is still running as the first user, and no
TSVNCache is launched for the second user. Consequently, if you browse
to a directory that the first user doesn't have access to, then the
overlay icons do not appear -- however all of the other functions of
TortoiseSVN appear to work correctly, including the explorer context
menus and those commands. I'm not 100% sure if the icons would appear if
you browsed to a directory that the first and second user both have
access to.

You can work around the issue by killing TSVNCache for the first user,
then run a command such as SVN Update in some directory as the second
user, which triggers the execution of TSVNCache as the second user.
